There is a reference to "The Path To 9/11" in the movie.  In it, the director talks about how after airing and receiving 7 emmy nominations, ABC/Disney refuses to release it on DVD on the orders of the Clinton's.  I checked to see if it was available yet.  It is not.

The Supreme Court is soon to hear a case that may drastically roll back campaign finance regulation in the United States:
The case involves “Hillary: The Movie,” a mix of advocacy journalism and political commentary that is a relentlessly negative look at Mrs. Clinton’s character and career. The documentary was made by a conservative advocacy group called Citizens United, which lost a lawsuit against the Federal Election Commission seeking permission to distribute it on a video-on-demand service. The film is available on the Internet and on DVD. The issue was that the McCain-Feingold law bans corporate money being used for electioneering.
The right position for the Court is that McCain-Feingold, and all other campaign finance regulation, constitutes unconstitutional limitation on free speech. This means reversing the Court’s 1974 Buckley v. Valeo decision, which held that government limits on campaign spending were unconstitutional but limits on contributions were not.

This distinction is meaningless. If it is OK for a millionaire to spend his own money promoting his own campaign, why can he not give that money to someone else, who might be a more effective advocate for that millionaire’s views, so that this other person can run for office?

More broadly, campaign finance regulation is thought control: it takes a position on whether money should influence political outcomes. Whether or not one agrees, this is only one possible view, and freedom of speech is meant to prevent government from promoting or discouraging particular points of view.

It would be a brave step for Court to reverse Buckley, but it is the right thing to do.

Conservative group to produce Hillary Clinton documentary



Despite CNN and NBC canceling planned projects on Hillary Clinton, a conservative organization announced this week that they were moving forward with a project of its own about the former First Lady and Secretary of State.

Citizens United Productions, which bills itself as the “country’s leading conservative filmmaker,” has produced a number of exposés over the last few years. The organization made waves in 2008 with Hillary: The Movie, which shed light on Clinton’s public life as she ran for the Democratic Party’s presidential nomination.

That exposé was also the issue in Citizens United v. Federal Elections Commission (2008), a landmark Supreme Court decision that overturned the parts of the Bipartisan Campaign Reform Act of 2002 (McCain-Feingold) and restored free speech rights that were regulated by the law.

“Unlike CNN and NBC Citizens United Productions will not be deterred in uncovering the truth behind the ongoing Clinton charade,” said David Bossie, President of Citizens United Productions, in a statement from the organization. “As we have seen in our successes with ‘Hillary The Movie’ and most recently ‘Fast Terry’, Clinton world has unlimited storylines, nefarious characters, and an overall record American’s should be concerned about.”

Citizens United had sought equal time from CNN and NBC to run its exposé on Clinton in concert with the networks’ now-terminated projects.

“Citizens United is currently in pre-production of our film that will no doubt shake the Clinton world to the core with a scheduled release date of early 2016,” added Bossie. “And unlike CNN and NBC we are not intimidated about airing what Bill and Hillary Clinton do not want the American people to see.”

The details of the project, whether it will be an update of its previous exposé or an entirely different project, were not made available. The release of the project will coincide with the 2016 presidential election. Clinton is considered to be the frontrunner for the Democratic Party’s nomination.

Citizen United Productions has previously produced exposés on various topics, including Occupy Wall Street (Occupy Unmasked) and Barack Obama (The Hope and The Change). Its most recent offering is Fast Terry, which is an exposé on Terry McAuliffe, who is the Democratic nominee for Governor of Virginia.

The terrorists who attacked the Benghazi consulate last year knew the location of the safe room where Ambassador Chris Stevens and his security team sought shelter, according to a congressman who spoke for 90 minutes with the diplomatic security agent severely injured in the assault.

"He confirmed this - that it was a very well orchestrated, and well organized, almost a military operation, using military weapons and using military signals," the late Florida Rep. Bill Young said after meeting diplomatic security agent David Ubben at Walter Reed Medical Center last summer, when both were patients there. 

After Young's death in mid-October, his widow, Beverly Young, gave Fox permission to use her husband’s comments about the Sep. 11, 2012 terrorist attack on the record.  The congressman had originally spoken to Fox on background last summer.

"He (Ubben) emphasized the fact that it was a very, very military type of operation they had knowledge of almost everything in the compound," Young explained. "They knew where the gasoline was, they knew where the generators were, they knew where the safe room was, they knew more than they should have about that compound."

Ubben was severely injured defending the CIA Annex when mortar fire rained down on the rooftop, killing former Navy Seals Tyrone Woods and Glen Doherty and severely injuring a third CIA contractor who was interviewed by the House Intelligence committee Thursday.   After multiple surgeries, a source close to the contractor confirmed he has not regained the full use of his arm.

Asked if Ubben believed the terrorists had inside information, or had done reconnaissance, Young told Fox,  "Yes he (Ubben) did...It was pretty well figured out, where everything was, where the doors were located, where the safe room was - the whole thing."

While Young debated whether to discuss his conversation with Ubben, he felt that, on balance, the country should know that the diplomatic security agent, who recovered the body of foreign service officer Sean Smith from the burning consulate, was heroic.

"He was pretty sure Sean was dead when he pulled him, but he felt like he had to recover him anyway and get him out.  He would have done the same for the ambassador but he wasn't really sure where the ambassador was," Young said.

Young added, "I think he is an awfully sincere young guy. And I think he is a real hero for what he did that night…He did something he didn't have to do, put his life in danger, and we know he was seriously injured.  He took major injuries (that) came from the mortar that landed on the roof that killed the other two,"

An August 16 classified cable, reviewed and reported on by Fox News last fall, showed there was an emergency meeting in Benghazi less than a month before the attack due to rapidly deteriorating security.  The cable warned the office of Secretary of State  Hillary Clinton, and other State Department leaders in Washington, that the consulate could not sustain a coordinated assault.

The cable also reflected a grave concern among officials on the ground that the Libyan militia charged with protecting the consulate had been compromised, perhaps even infiltrated by extremists.

Summarizing the meeting, the cable reported that "certain sectors of the 17 February Brigade were very hesitant to share information with the Americans, but as the largest brigade they acted as a buffer for the Mission against some of the more anti-American, Islamist militias in town." The brigade was charged with protecting the consulate.

According to Young, Ubben described how the guard force melted away as the consulate came under assault. "He said that when the attack started, the Libyan security folks who were supposed to secure the compound, they ran. So, they were at the mercy of their own capabilities."

Chilling Video: NRA warns Obama scheming to use UN for gun grab


Section III, Paragraphs 7 and 8 of the Programme of Action mandate that if a member state cannot get rid of privately owned small arms legislatively, then the control of “customs, police, intelligence, and arms control” will be placed under the power of a board of UN bureaucrats operating out of the UN Office for Disarmament Affairs.
On November 7, the First Committee of the United Nations General Assembly voted 157-0 (with 18 abstentions) in favor of Resolution L.11 that will finalize the Arms Trade Treaty (ATT) in March 2013.
China, the United Kingdom, and Germany all voted to move the historic measure toward passage.
As we have reported, when the treaty was being deliberated in July, the United States was the only obstacle preventing the global arms control regulations from being imposed on the world.
Miraculously, however, all the points of the agreement Secretary Clinton found so distasteful in the summer were made so much more palatable after President Obama’s reelection, and every single attack on the right to bear arms remains in the version of the treaty approved on November 7.
Within hours of his securing his reelection, President Obama placed a late night call to the U.S. United Nations delegation ordering them to vote in favor of a passage of L.11.
As soon as news of the U.S. policy 180 was confirmed, a new round of negotiations on the treaty was scheduled for March 18-28 at the UN headquarters in New York City.

That was immediately followed by a press release sent out early the next morning from the United Nations General Assembly’s First Committee proclaiming the good news of President Obama’s go-ahead for the gun grab and setting the agenda for the next gun control conference.
Also kindling discussion among delegations was a draft resolution aimed at building on the progress made toward the adoption of a strong, balanced and effective arms trade treaty. That text would decide to convene the “Final United Nations Conference” for the creation of such a treaty in March 2013.
Also by that resolution, the draft text of the treaty submitted by the conference’s president on July 26 would be the basis for future work, without prejudice to the right of delegations to put forward additional proposals on that text.
The U.S. government was now placing its full weight behind convening a “Final United Nations Conference” for the proposal of a treaty imposing worldwide gun control regulations.
In July, 51 senators sent a letter to President Obama and Secretary of State Hillary Clinton encouraging them to “not only to uphold our country’s constitutional protections of civilian firearms ownership, but to ensure — if necessary, by breaking consensus at the July conference — that the treaty will explicitly recognize the legitimacy of lawful activities associated with firearms, including but not limited to the right of self-defense.”
The failure to pass an acceptable version of the treaty in July is in the president’s rearview mirror, however, as Reuters reports that “adoption of a strong, balanced and effective Arms Trade Treaty” could be imminent.
Reuters quotes Brian Wood of Amnesty International:
After today’s resounding vote, if the larger arms trading countries show real political will in the negotiations, we’re only months away from securing a new global deal that has the potential to stop weapons reaching those who seriously abuse human rights.
The definition of an “abuse” of “human rights” will be left up to a coterie of internationalist bureaucrats who will be neither accountable to nor elected by citizens of the United States.
With good reason, then, gun rights advocates oppose approval of this treaty.
After all, it does seem more than a little incongruous that a nation that places such a high value on gun ownership that it enshrined it in its Bill of Rights participates in an organization that opposes gun ownership so staunchly that it has an Office for Disarmament Affairs. An office, by the way, that the U.S. Deputy Director, Office of Weapons Removal and Abatement, Bureau of Political-Military Affairs, Steven Costner, proudly announced would be moving from Geneva to New York City.
Lest anyone believe the U.S. delegation official’s promise to Reuters that “we will not accept any treaty that infringes on the constitutional rights of our citizens to bear arms,” consider the fact that a report issued after the conclusion of the last Arms Trade Treaty (ATT) conference in July listed the goal of the agreement to be UN control of the “manufacture, control, trafficking, circulation, brokering and trade, as well as tracing, finance, collection and destruction of small arms and light weapons.”
That is a very comprehensive attack on “all aspects” of gun trade and ownership. Notably, the phrase “in all aspects” occurs 38 times in the draft of the ATT. The United Nations will control the purchase of guns and ammo, the possession of guns and ammo, and any guns and ammo not willingly surrendered to the UN will be tracked, seized, and destroyed.
A question that must be considered is what the UN will consider “adequate laws.” Will the globalists at the UN consider the Second Amendment’s guarantee of the right to keep and bear arms without infringement to be a sufficient control on gun ownership?
The effort at eradication of private gun ownership is more insidious than it appears, however. On page 25 of the 1997 UN Secretary General’s Report on Criminal Justice Reform and Strengthening Legal Institutions Measure to Regulate Firearms  (of which the United States was a signatory), a part of the regulations agreed to by the United States is the administering of a psychological test before a person is cleared to buy ammunition.
Apparently, the UN recognizes that without ammunition a gun is no more than a club, so in order to effectively disarm a population, the UN does not need to seize all the weapons; it merely has to prevent purchase of ammunition.
How does the ATT (and the Programme of Action that undergirds it) propose to enforce this anti-gun agenda?
Section III, Paragraphs 7 and 8 of the Programme of Action mandate that if a member state cannot get rid of privately owned small arms legislatively, then the control of “customs, police, intelligence, and arms control” will be placed under the power of a board of UN bureaucrats operating out of the UN Office for Disarmament Affairs.
This provision includes the deployment of UN peacekeeping forces in a member state to seize and destroy “weapons stockpiles.”
Again, no definition of stockpile, but by that time it will be too late to make that argument.
In order to assist these blue-helmets and their disarmament overlords in their search and seizure of this ammunition, Section III, Paragraph 10 mandates that member states develop technology to improve the UN’s ability to detect stockpiles of ammo and arms.
This will be made much easier when the Department of Homeland Security (DHS) gets its hands on the portable invisible lasers developed by Genia Laboratories (a company created by CIA offshoot In-Q-Tel) that can detect even trace amounts of gun powder from over 50 yards away. The laser reportedly can penetrate walls, glass, and metal. DHS is scheduled to take possession of the devices before the end of the year, according to testimony presented on Capitol Hill late last year.
The UN’s effort to collect ammo from those they wish to oppress (a disarmed society is a slave society) is nothing new. The “shot heard ’round the world” on Lexington Green in 1775 was fired because British troops planned to seize the ammunition stockpile stored outside of Lexington.
Perhaps our reporting on the president’s late-night call putting the wheels of global gun control in motion will awaken modern Americans to the threat to our sacred Second Amendment rights. After all, it was a late night call that roused sleepy colonists in defense of their right to bear arms, as well. This time, however, it is not the British who are coming for our guns and ammunition, but it is the United Nations and agents of our own federal government.

This isn’t just about the gun laws here in the United States — Obama could willingly use the United Nations to outline our guns, and those laws would be seen as superseding our rights as American citizens.
 
Whether you’re pro gun or anti gun, wake up America — the UN should not be writing our laws.

Glenn Beck Connects the Dots in Benghazi Attack: ‘This Is Fast and Furious Times 1,000′














During his show on TheBlazeTV Wednesday night, Glenn Beck said President Barack Obama has “crossed a line” concerning the “lies” about the terrorist attack on the U.S. mission in Benghazi on Sept. 11. In fact, he claims “Benghazi-gate” is “Fast and Furious times 1,000.”

“I don’t think that we are going to have time to be able to get this out to the American people before the election, because the press is of no help,” Beck said. “You need to try to listen and get your friends to listen next door because this isn’t about politics. This truly is about the future of the country because we are in grave, grave danger.”

Beck explained that America has had three major scandals in the White House: Former President Richard Nixon’s Watergate, the Iran-Contra scandal with former President Ronald Reagan and former President Bill Clinton’s sex scandal with Monica Lewinsky.

But in those cases, “as the old catchphrase goes, When Clinton lied, no one died,” Beck said. In Benghazi, four Americans, including U.S. Ambassador Chris Stevens, were killed in a horrific manner.

Speaking from the model Oval Office in his Dallas studio, the host said “when you’re in this office” every lie told matters.

“[President Obama] is putting American lives in dangers and he doesn’t seem to care about the consequence of his own actions,” he added. “The Libya story hasn’t passed the smell test with me from the beginning but it keeps getting worse.”

Beck went on to discuss Tuesday night’s explosive report that revealed 300 to 400 national security officials received emails detailing the Benghazi terrorist attack as it was happening on 9/11, raising fresh questions about the truth behind the Benghazi attack.

The emails show that the Libyan radical Islamic group Ansar al-Sharia claimed responsibility for the attack just two hours after it began via social media. White House officials told CBS News that an unmanned Predator drone was sent over the U.S. mission in Libya, providing Washington with a live feed to the chaos that unfolded.

“Everyone had these emails, everyone,” Beck said, holding a hard copy of the emails in his hands. “These emails were accompanied with video and links to be able see everything live as it was happening. It makes it very, very clear. This was a terrorist attack conducted by a terrorist organization. There’s nothing in here about a YouTube video.”

Beck explained that if the administration was really working off the “facts,” the White House would have never mentioned the anti-Muslim YouTube video.

But one of the most disturbing developments involves the Obama administration’s response to the assault, according to Beck.

“Why would he choose not to send in a quick response force?” he asked. “Why were they not dispatched to Benghazi? Why were people in the situation room standing around watching our people get killed. Help could have been there within the hour.”

A frustrated Beck lamented the fact that there are still more questions than answers regarding the Benghazi attack.

On the most dangerous day of the year, in one of the most dangerous cities in the world, Beck said, four Americans were at a CIA safe house. However, we still don’t know why.

Beck says Americans deserve answers.

He then delved into the distressed message left by U.S. diplomat Sean Smith, who was killed in the attack, on a gaming website, a strange place to post a message like this: “Assuming we don’t die tonight, we saw one of our ‘police’ that guard the compound taking pictures.”

“I believe this is a place where he said ‘listen if I’m in trouble I will let you know on this site.’”, Beck said. Thirty four minutes later, when the Americans in the CIA safe house already knew something was wrong, U.S. Ambassador Stevens took a meeting with the Turkish ambassador.

“What’s bizarre is, he comes in while they are under threat…and here comes the Turkish ambassador.”

The Turkish ambassador leaves with no incident, unharmed. Hours later, the attack began. The fight lasted for seven hours, until the break of dawn. The live feed was streamed to the White House Situation Room.

“The picture is frightening and you need to share it with your friends,” Beck concluded.

Obama has crossed a line


TheBlazeTV host also provided more details about his theory, which seems to make more sense every day, that the U.S. is running weapons to Syrian and Libyan rebels, which he called a scandal that was “Fast and Furious times 1,000.”

During his radio show on Wednesday, he said arming the enemies of the United States — for any reason — is grounds for treason, adding that people may “go to jail” over this scandal.

ATF Whistleblowers:'Fast and Furious was to pad the gun statistics in Mexico'

The following information is more proof of this administrations mission to attack American's 2nd Amendment right to bear arms.  

ATF Whistleblowers have confirmed that the reason for Operation Fast and Furious was to pad the statistics to support the lie that 90% of the guns used in crimes in Mexico are coming from the US as reported in this article from the Examiner.  

Within 2 months of this President taking office, He, Eric Holder, Janet Napolitano and several others had met with President Calderon in Mexico to discuss their plans to secure the border and implement policies/procedures that would 'stem the flow of guns into Mexico'.  

In reality, they implemented policies that allowed thousands of guns to 'walk' into Mexico. This was done intentionally and with malice towards the 2nd Amendment.  The end result they were envisioning it to use the statistics against gun ownership.

Because of their rush to impose their ideology on us, they have now allowed these guns to be used against innocent Americans, including Border Patrol agent, Brian Terry. These guns have also been traced to crimes against Mexican citizens as well.  

This insane act will haunt America for decades and those in this administration that have any involvement must be held to the highest standard of the law. They have blood on their hands and must face the consequences of their illegal actions.

President Obama News Conference With President Calderon

President Obama and Mexico President Felipe Calderon held a joint news  conference in Mexico City. In their remarks and answers to questions  they focused on the need to crack down on smuggling of assault weapons  used in Mexican drug violence, cooperation on global climate change and  emissions control, and U.S. policy toward Cuba.

  • We've begun to accellerate efforts to implement the MERIDA Initiative initiative so we can supply Mexico with the military aircraft and inspection equipment they need when they need it. 
  • Yesterday I designated 3 cartels as significant foreign drug traffickers under US law clearing the way for our treasury department, working together with Mexico to freeze their assets and subject them to sanctions. 
  • My National Homeland Security adviser, who is here, Gen. Jim Jones, as well as my Homeland Security Secretary, Janet Napolitano, and my top adviser on my homeland security and counter terrorism, John Brennan, are all meeting with their Mexican counterparts to develop new ways to cooperate and coordinate their efforts more effectively.   
  • In addition, as President Calderon and I discussed, I am urging the Senate in the US to ratify InterAmerican Treaty known as The Inter-American Convention Against Illicit Manufacturing of and Trafficking in Firearms (CIFTA) to curb small arms trafficking that is a source of so many weapons used in this drug war. 
Now there are some of the common challenges that President Calderon and I discussed in our meeting and they we are going to be working to overcome in the months and years ahead. It will not be easy, but I am confident that if we continue to act, as we have today, in the spirit of mutual responsibility and friendship, we will prevail on behalf of our common security and our common prosperity.


So I think that this is building on previous meetings we've had and in each interaction the bond between our governments is growing stronger.  I'm confident that we are going to make tremendous progress in the future."

"Thank you Mr. President. Thank you Mr. President as well. President Obama, as a candidate for office, you said that you would want to see the ban on assault weapons reinstated.  Your Attorney General has spoken in favor of this, Mexican officials have also spoken in favor of this, but we haven't heard you say that since you took office.  Do you plan to keep your promise and if not, how do you explain that to the American people?  And President Calderon, if I may, would you like to see this ban reinstated and have you raised that today with President Obama?" 

Answer: Obama
"Well, first of all, we did discuss this extensively in our meetings. I have not backed off at all from my belief that the gun ban, uh, the assault weapons ban made sense and I continue to believe that we can respect and honor the 2nd Amendment rights in our Constitution. 

The rights of sportsman and hunters and homeowners who want to keep their families safe to lawfully bear arms while dealing with assault weapons as we know here in Mexico are helping to fuel extraordinary violence. Violence in our own country as well. 
 

Now having said that, I think none of us are under any illusion that repealing that ban would be easy and so what we focused on is how we can improve our enforcement of existing laws because even under current law, trafficking illegal firearms, sending them across the border, is illegal. That's something that we can stop and so our focus is to work with Secretary Napolitano, Attorney General Holder and their Homeland Security team, ATF, Border Security, everyone who is involved in this to coordinate with our counterparts in Mexico to significantly ramp up our enforcement of existing laws.


And In fact I have asked Eric Holder to do a complete review of how law, how enforcement operations are currently working and make sure that we're cutting down on the loopholes that are resulting in some of these drug trafficking problems. Last point I would make is that there are going to be some opportunities where I think we can build a strong concensus.  I'll give you one example and that is 'gun tracing'.  The tracing of bullets and ballistics gun information that have been used in major crimes.  That's information that we are still not giving to law enforcement as a consequence of provisions that have been blocked in the US Congress and those are the areas where I think we can make some significant progress early. That doesn't mean that we are steering away from the issue of the assault guns ban but it does mean that we want to act with urgency...promptly...now. And I think that we can make significant progress."

President Calderon went on to say that they have had an open, frank and trusting conversation and Obama is well aware of Mexico's problems. He said they have seized over 16,000 assault weapons and in tracking them, 90% came from the US. (Which has been debunked)


He goes on to say that he appreciates the fact that Americans believe in their Constitution and the 2nd Amendment but............................

"as long as we are able to explain clearly what our problems here in Mexico are then we might also be able to seek a solution that, respecting the Constitutional rights of the Americans that at the same time will prevent, or rather, avoid that organized crime becomes better armed in our country.

But we have to work on it, but we fully respect the opinion of the US Congress and we know that there is a great deal of sensitivity regarding this topic but there are many things that we can definitely move forward and, for example in armament, it is not only a matter of seeing if we can change the legislation on assault weapons, we have already what our position is but we may also be able to see whether they can apply existing legislation in Mexico and the US on armament.  For example in Mexico, it is a matter of enforcement with the Export Control Act, I'm sorry, this is in the US prohibits the exports of weapons to those countries where those weapons are prohibited. This is the case in Mexico.


If we or rather if everybody complies with the US law that prohibits the sale of these weapons and their export to Mexico, we can move a great deal forward.


President Obama has made recent decisions in the last few weeks and we value them and appreciate them.  For example, to reinforce the operation of capability of US Border agents to comply with this legislation and with other laws in order to review the flows of entry not only into the US but also the out outgoing flow the outgoing flow of the US to make sure that there is no illicit money in strict compliance with US legislation. 

I think these are very important steps but there is a problem and as long as only as long as we build on this trust and we clearly explain to citizens of both countries how we must find a solution we will be able to achieve when we do so respectfully presenting our position knowing full well how the US people feel about this and being fully respectful of the sovereign decisions that the US may make or that any other country might make.  

One more thing...one more thing...I forgot to mention. One other thing we can do is to track the weapons that we have in Mexico.  If we manage to detect weapons sold illegally in the US, in violation of the this law on the control of weapons export or if, in the US they could probably move forward on a good registry of armament or of the prohibition of certain massive sellers of weapons of, for example to a hunter or a common citizen.  We know that these people usually do not buy hundreds of rifles or assault weapons or grenades. 

If we can move forward in those areas, I do believe that security for both of Mexico and the US will improve because those weapons are pointing against Mexican people and Mexican officials today but crime is not only acting in Mexico, it is also acting in the US.  Organized crime is acting in both countries and I do hope that those weapons that are sold today in the US and are being used in Mexico I hope the day will never come in which they will also be used against the North American society or US officials just like they are now being used in Mexico."

Shortly after the November 4, 2008 election, Change.gov, the website of the office of then President-Elect Barack Obama,  listed a detailed agenda for the forthcoming administration. This  includes "making the expired federal Assault Weapons Ban permanent." This statement was originally published on Barack Obama's campaign website, BarackObama.com. When President Obama took office on January 20, 2009, the agenda statement was moved to the administration's website, WhiteHouse.gov, with its wording intact.


On February 25, 2009, the newly sworn-in Attorney General, Eric Holder, repeated the Obama Administration's desire to reinstate the Federal Assault Weapons Ban.The mention came in response to a question, about 20 minutes into to a joint press conference with DEA Acting Administrator Michele Leonhart, discussing efforts to crack down on Mexican drug cartels.  Attorney General Holder said: "[...] there are just a few gun-related  changes that we would like to make, and among them would be to reinstitute the ban on the sale of assault weapons."


However on April 16, 2009, President Obama stated that he will not  push for the reinstatement of the Assault Weapons Ban in the United  States even though he still believes that it "made sense". Obama has  proposed instead to ratify an inter-American treaty known as CIFTA  (Inter-American Convention Against the Illicit Manufacturing of and  Trafficking in Firearms, Ammunition, Explosives, and Other Related  Materials) to curb international small arms trafficking. The treaty  makes the unauthorized manufacture and export of firearms illegal and  calls for nations in this hemisphere to establish a process for  information-sharing among different countries' law enforcement divisions  to stop the smuggling of arms, to adopt strict licensing requirements,  and to make firearms easier to trace.

Eric Holder and Janet Napolitano met with the President of Mexico and their counterparts in Mexico several weeks ahead of President Obama.  The following will show that the meme about 90% of guns confiscated in Mexico are from the US and their focus on controlling the guns getting into Mexico being one of their top priorities.

Secretary Napolitano: Thank you. Good morning. There are a number of issues involved, a number of actions being undertaken by DHS in conjunction with the Department of State, the Department of Justice, with respect to Mexico. And I'm just going to go through a whole inventory of actions that are underway. Some we have already undertaken in the last several weeks; others are being taken either today or in the immediate future.
First we are doubling the number of law enforcement personnel that are working in border-enforcement teams along the border. These are called BEST teams. These are teams that combine state and local with ICE and CBP personnel. Every state along the border will now have BEST teams. New Mexico previously had not had one. But just to give you a sense of how effective they are, they have already made more than 2,000 criminal arrests and seized nearly 8,000 pounds of cocaine.
We are also strengthening Operation Armas Cruzadas. This is our operation where we work to seize arms that are going south to be used in this violent war in Mexico. Just this past week, March 7-13, we seized 997 firearms in one week that were going into Mexico, along with $4.5 million in conjunction with those firearms. So that is underway.

We are tripling the number of Department of Homeland Security Intelligence Analysts located on the Southwest border.
We are increasing the ICE -- that's Immigration and Custom Enforcement -- Attaché personnel in Mexico by 50 percent. These will primarily be located in Mexico City, working alongside the Attorney General of Mexico.
We will be increasing our efforts on what's called Operation Firewall; this is a Treasury-directed initiative that's designed to interdict money laundering that is going back and forth between the drug cartels in Mexico and where they get the cash, which is in the United States.
We are doubling the number of agents in our violent crime alien sections along the border. This is designed to prosecute violent recidivist aliens.
We're quadrupling the number of border liaison officers. This is designed to make sure -- these officers work between us on the border and Mexican law enforcement on the border -- make sure that things are properly coordinated and goes smoothly.
We are bolstering technology and resources with a significant increase in our biometric identification deployment. What does that mean? What that means is the capacity of state and local law enforcement on the border to run fingerprints on people they've apprehended, that are in the jails and so forth, to make sure they've been run through the ICE databases among other things to identify whether they are criminal aliens.
We are embarking on increased screening of rail that goes south from the United States into Mexico. There are in reality only eight rail lines that actually transverse that border, so we are working to have 100 percent screening on those rail crossings into Mexico.
We are moving mobile X-ray units to the border. These will be used to help identify anomalies in passenger vehicles. Well, what does that mean? That means we're trying to identify vehicles that are carrying arms into Mexico that are being used in the drug war in Mexico.
We are moving today 100 more CBP personnel to the border to do outbound inspections. We are moving 12 teams of cross-trained dogs. They can be used to detect both weapons and currency to the Southwest border. We are moving three mobile response teams of Border Patrol agents to deploy to the border. And we're increasing the number of license plate readers on -- to look for the plates of suspected smugglers. They will be deployed, again, to the outgoing lanes and ports of entry.
In terms of grant funding, Operation Stonegarden, we are changing the grant guidance for our remaining balances in that grant pool. It will be immediately modified to focus $59 million to enhance current state, local, and tribal law enforcement operations and assets along the border. And we will expand the scope of Operation Stonegarden funds to pay for additional law enforcement personnel, overtime, travel, and the like for deployment of state and local tribal officials to the border.
In addition, we are engaging state and local law enforcement in a way I don't think has been done previously with regular calls and conferences with state and local law enforcement in those border areas, in those border counties. So we really get a better sense of what's happening on a real-time basis in this issue with -- in this battle, actually, that is ongoing in Mexico.
Let me just say there are a number of other actions being undertaken, and you'll hear DOJ and Department of State here in a minute.
One question I anticipate you'll ask is where are we with the National Guard. And we are still considering and looking at that. One of the things I wanted to be able to do is to meet with the Governor of Texas, to ask specifically what he is thinking about with respect to Guard along the Texas-Mexico border. I will see him on Thursday; I'll be in Texas to meet with him. And as you just heard, both the Attorney General and I will be in Mexico next week to consult with the Minister of the Interior there and the Attorney General about what other actions can be taken.
Our goal is twofold. One is to provide assistance to the government of Mexico, to break up these huge cartels which are funneling tonnage quantities of illegal drugs into our country on a regular basis, and are conducting this war of violence within Mexico that has resulted in over 6,000 homicides, over 550 of which were assassinations of law enforcement and public official personnel.
The second is to guard against an increase in violence in the United States as a result of the actions undertaken in Mexico.
We've seen some increase in violence between -- primarily between cartels, themselves -- kidnappings, for example, in the Phoenix area and the Houston area. But what we want to do is to better secure the border area against further violence and make it a safe and secure area where, of course, the rule of law is upheld and enforced. So that gives you an inventory of all the things that are happening right now with respect to homeland security and the border in this very, very important initiative.


Mexican and U.S. Attorneys General Confer to Strengthen Cooperation on Drug Violence

MEXICO CITY — At the end of two days of meetings with Mexican officials, Attorney General Eric H. Holder Jr. said that cooperation between the United States and Mexico was stronger and “fundamentally different than that which existed in the past.”
In an interview on Friday before meeting with President Felipe Calderón of Mexico, Mr. Holder and his Mexican counterpart, Eduardo Medina-Mora, said the stakes of their new efforts to stem the drug violence wreaking havoc in Mexico were high for both countries. Both men dismissed assertions in a Pentagon report in December that the crisis had pushed Mexico to the verge of becoming a failed state.
Mr. Medina-Mora, however, raised images of Colombia, where corruption and insecurity were so rampant that the leader of the powerful Medellín cartel, Pablo Escobar, was elected to Congress. And Mr. Holder recalled the years when the crack epidemic caused a crisis of crime and corruption in the United States.
“Mexico has never been a weak state,” Mr. Medina-Mora said. “It is not today. It will never be in the future. We have faced even more difficult problems than this one. And it is relevant to put this in perspective.”
But he added: “What is at stake is the ability of Mexico to keep peace and tranquillity for its citizens. That is why our objective is not ending drug trafficking. It is to remove power from these groups and remove their ability to seize and to kidnap our right to live in peace.”
Talking about the efforts of Mexican law enforcement officials to end the drug trade, Mr. Holder pounded his hand on the table and said, “People have to understand this, people really have to get this: they are putting their lives on the line in a fundamental way.”
In their meetings with Mr. Calderón, Mr. Holder and the secretary of homeland security, Janet Napolitano, discussed plans to provide training to Mexican canine teams, and to increase cooperation between the United States Coast Guard and the Mexican Navy to stop the increasing numbers of illegal immigrants and drug smugglers using the Pacific Ocean as a result of increased enforcement along the land border.
“We are going to operate almost like a vise,” Ms. Napolitano said of the United States and Mexico, after the meeting with Mr. Calderón. “We’re going to take out the cartels that have been plaguing our communities for far too long.”
In the interview, Mr. Holder said he was sending an additional 100 agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives to the southern border to crack down on the so-called straw gun purchases — in which one person submits to the federal background checks to obtain guns for someone else — that fuel much of the southbound smuggling. And with marijuana sales central to the drug trade, Mr. Holder said he was exploring ways to lower the minimum amount required for the federal prosecution of possession cases.
